28-400 Child-Resistant Cap, Foam Liner
A 28-400 child-resistant cap with a 1.0 mm LDPE foam liner that seals on contact — no induction sealer, no heat, no second operation. Fits our 30cc and 45cc packer bottles. Sold by the case of 2,000 caps.

Applications and uses
A foam liner cap seals the moment it is applied. No induction sealer, no heat, no second operation — which is the whole reason a hand-capping operation chooses one. It is the practical default where volumes are moderate, where dispensing happens at a counter rather than a filling line, or where buying sealing equipment cannot be justified.
Sizes and fitment
This is a 28-400 cap, and it fits both our 30cc and 45cc packer bottles. Running the two sizes therefore costs one cap line item instead of two — one part number, one case quantity, no risk of a mismatched pairing reaching the bench. Our 60cc takes a 32-400 neck and needs a different cap.
Pressure sensitive liners
The liner is 1.0 mm LDPE foam. It bonds to the bottle rim under the pressure of the cap itself and re-seats each time the container is closed. Pressure sensitive liners suit contents that need a reliable barrier rather than a visible record of first opening — if you need that, specify our foil induction seal instead.

Different settings, one requirement: a closure that seals reliably by hand and carries certification the buyer can put in a file.
Material and compliance
Cap in polypropylene homopolymer, liner in 1.0 mm LDPE foam. Both passed independent FDA food-contact material testing and are free of BPA, phthalates and latex.
Child resistance is certified on the package system — a specific closure with a specific bottle, tested together. This cap was certified with our 30cc and 45cc bottles, so the certification covers the combination you receive rather than two separately approved parts that happen to fit. Application torque is 98–118 N·cm (8.7–10.4 in-lb).
Independent test documentation
The cap (polypropylene homopolymer) and the LDPE foam liner both passed independent FDA food-contact material testing under 21 CFR 177.1520 for olefin polymers.
Independently certified child-resistant packaging under 16 CFR 1700.15 (Poison Prevention Packaging Act).
Independently tested by Unitec Laboratory Services, an ISO/IEC 17025-accredited lab.
Pairs with
One cap covers two bottle sizes. This 28-400 closure fits both the 30cc and the 45cc, so running both sizes costs one line item instead of two, and caps ship 2,000 per case — matching the 30cc one for one. Our 60cc takes a 32-400 neck and needs a different cap.
